Can I Get arrested for carrying a pocket knife with a small blade in the UK?

I don’t know about the UK but in the US you cant.
the law states a knife longer than 3 inches cannot be carried on a person in a pblic place but you have to consider that a man was arrested for carrying a 2 blade on a train (i think it was a eurostar) within a manicure set
So the safest thing is to not carry one on public transport

I remember the case of a man being arrested for having a Stanley Knife in his car.He worked with a newspaper wholesalers.
If the Police want to,then can find a reason to arrest you.
If you’re a butcher, you can actually carry a knife (long one) and not be arrested, because it’s a tool of your trade.
As said it depends on the length but more so, on your perceived intentions to a cop. Do you have form (a record) for instance? Where are you stopped at, doing what, at what time?
If it’s just a Swiss Army knife that people ordinarily carry with no criminal intent, then it should be ok.
